Beginning of September 2008, Léo considered to apply to a short term visa (“C” less than 3 months) to return in France ; French consulate in Abidjan (Ivory Coast) during a telephone call advised him against doing it : to be adopted by a French citizen family a long time ago, is not admitted by consulate.
Beginning of October, Léo applied about a long term visa (“D” longer than 3 months), as he was instructed per letter by French Immigration State Department Chief of Staff few days sooner.
Same day afternoon visa was rejected by French Consulate ! No formal or serious reason was indicated except that a long term visa is given to adopted children less than 15 years old only ! And then life is stopped ?
Therefore, Léo is forbidden about any return at all in France ; for what reason ?
The one to received humanity and kindness of a French, adoptive family ?
This is clearly a double sentence against him and his adoptive family.
Did French Republic become a dictatorship of sorrow ?
Léo’s case is not the only one : our group have already been informed about more than 20 similar other cases about over 18, alien, legally adopted sons and daughters - simple, legal form – that have been expelled or kept away of French borders recently.
There is a perpetual banishment in a foreign country, where these adoptee children are considered locally as “French” people. This a revival of the syndrome of the Children of Boches* : neither from here, nor from there, and scorned everywhere.
For the common senses, to adopt, it is always to welcome among your family a new child as well as the others, whatever his age, his country of birth or the color of his skin. Like any child born in France, a legal adoptee one can, must reside near his adoptive parents. There is the day-to-day legitimate generational bond.
How worth is it to adopt, if it is to expel afterward !
We are fed up ; this is deeply unacceptable.
Adoption is measured with the ell of a whole human life and not with the brevity of a policy of circumstances or supposed by some civil servants badly trained or unsuited to their mission.
It would be time to leave the children and the parents of these adoptive families living peacefully in France.

We are in an anger and it grows day by day
On November 17th last year, our parent and friend Mr. AMAN-CLAIR was expelled of the French territory by decision of Mr Jacques GÉRAULT, prefect of the Rhone.(central county area around the city of Lyon).
What awful fault has therefore committed Léonard, adoptive son of the French family CLAIR, so that the interventions written by more than a dozen of officials elected from our area, all belonging to political sensibilities of French Parliament did not succeed in making wonder this prefect on his possible lack of discernment?
The recent written answers brought by the prefect to two friendly recourses which were addressed to him, give us the response, even if there is nothing but insult to intelligence. As much to the elected who had chosen him than to all of us, parents and friends of Léonard, French and European citizens.
Because what does say this sad sire Jacques Gérault ?
In a first mail, beginning of February 2008 he dares saying under the signature of its principal adviser, the basic argument justifying expulsion: Léonard was not living anymore with his adoptive father since 2 years; this latter having retired in a village 40 miles away from Lyon.
Here is a fundamental argument! Such it is unusual to be still living with your parent at the age of thirty in the 21st century. It is anyway much better for their personal emancipation. It does not show lack of family ties. Except considering that the fact of leaving the parental residence at the adulthood, leads all the children of France to cut their emotional ties with their families (sic). In which world does live this prefect, the one of Tanguy 1?
It should also be noted that in this same letter the insistence of a bombastic periphrasis qualifying the father of “someone of French nationality who had adopted him in 1998” Of any the adoptive father would have said, but when you are a senior official, one may undoubtedly be a little too far from the reality of the world and it becomes difficult to express it.
Nevertheless, the tax services of the county, were not mistaken themselves, understanding the family solidarity which saw the adoptive father paying end of 2007 the local taxes for his son since this latter was prevented to do it, as he was expelled at the beginning of November after only ten days on remand centre. The crowd of family and friends of Leonard visiting him every days duly recorded on the register of the remand centre of Lyon Satolas, in no way questioned the prefect.
Mr Jacques GÉRAULT continues his mail by indicating that no request for asylum had been filed. A big mess should prevail in its services, since application has been filed on February 18, 2003 with the Bureau of Aliens and regularly stamped by this service. It must be said that the preceding prefect, well more wise, had written that "if he refused the stay, that did not constitute a constraining measure since it does not imply any forced go back to the country of origin. ". Freshly nominated, sire GÉRAULT thus needed a brilliant deed, even iniquitous, contradicting his honourable predecessor. Go hop! Celerity, lightness for better expelling.
Dishonest person also, since in this same mail, Mister the prefect writes that Léonard would not have shown to have incurred risks in Ivory Coast! Would the prefect have been badly informed or would he consider it for null the written certificates of four authorities of the Ivory Coast (vice-Governor, police force, hospital, and bailiff) reporting brutalities of which Léonard was victim in 2002 in Abidjan at the time of the "huntings for French" a disaster report that urged his departure for France on behalf of his French family?
Because contrary to what think the prefect, the population of the Ivory Coast perceives Léonard as belonging to the French community, since his adoption by a "white" family whose name it bears, is well known for a long time. This membership irremediably forms part of the identity of Léonard: nobody, not even a prefect, can require to modifying it. To say the least It does not remains less than a senior official maltreating and mishandling morally a French family, the one of Léonard, mainly composed of old people, who cannot be expelled but will finish their life in the sorrow and sadness, it is well to serve France isn’t it? The double sentence is now back in the county.
Léonard has had very old ties with our country, legally for more than eleven years, and with his French adoptive family since his childhood.
Because what knows the prefect of the education of an orphan of father at the birth, given up by his mother and brought by another family branch in a nearby African country? Does he have any idea of what it is to spend his days of childhood obliged to rather trail a coastal fishing net than going to school?
Does he know what it is the honour of a French family who pays the schooling of such a child while letting him live near his indirect African parents? And then death over all the parents of this family branch the ones after the others, without any other comfort finally than the one of an adoption by the only family who remains still close, even if it is white and lives quite far in France?
Does such a moral indifference still confer dignity necessary to a senior official of our country? Then the nice excuse! The fair spirit of responsibility!
In a second mail, written at the end of March 2008, undoubtedly the insistence of elected officials charged to have of a little more understanding, sire GÉRAULT takes himself the feather.
-“I have the honour to bring to your attention that stopped renewed taken against him on 07/11/07 have been executed, there is no reason to repeal it. "
. Then he washed his hands by discarding on consular services of the Ministry of Foreign Affairs where he stated not to know the form of how to obtain a visa of return.
Very stopped administrative can always be repealed by its author whatever their field of application is: expulsion of foreigners is not outside the scope of this generality.
Do we really have to remind a prefect of the Republic the precise meaning of words? To know that the abrogation of an order from the prefect consists of an exit in force putting an end to its existence in the future, but without calling into question the effects produced before during its application not to be confused with a cancellation or execution of an order is the reason prior to a request for repeal, this should not be misunderstood!
Is this disqualification for a prefect, yet alone with more than a dozen elected officials from all major political parties of our democracy, and 500 citizens still more likely to support us in writing by requesting the return of Leonard in France, to recognize that in haste he was mistaken!
So yes, one should, if the sire GÉRAULT was continuing in his autism, resolve to surprisingly consider that for this senior official a black child in a white family does not look suitable, nor imaginable.
In the light of the Spirit of Enlightenment one can not say that Mr. GÉRAULT is an "honest man".
Today, the file of Léonard is being transmitted to the French government, in particular with the Ministry for Immigration, Integration, the National identity and the Interdependent development which indicated that he studied it again; we are thus impatient and vigilant.

France ethnic Purge ?

The Prefect of the Rhone hastily expels the adoptive black son of a French "native family".
On Tuesday, November 6th, 2007 in the centre of Lyon, in the afternoon, walking out of a bakery, Mr. Léonard AMAN-CLAIR, age 36, had an unexpected identity check by pedestrian policemen to whom he presented spontaneously his passport. This passport was obsolete despite of numerous attempts at renewal, which had remained fruitless because of the administrative disorganization relative to the civil war in Ivory Coast, country of origin.
For about 5 years, the prefect of the Rhone has always refused to grant him political asylum in spite of the dangers that he faced in his home country. Léonard was immediately taken into custody, then was put in a remand centre near Lyon Saint Exupéry airport, and on Saturday, November 17th, 2007, 10 days later, expelled hastily towards Ivory Coast, destination Abidjan, via Roissy airport.
He has never been in trouble with the police and has no criminal record, and is totally integrated: son adopted legally for 25 years by a "native-born French" retired man living in La Ricamarie (Loire), the name of whom he bears his surname. Very close to his family, emotionally, socially and friendly, he used to live here, being divided between Lyon and the neighbouring regions (Loire and Isère), where live his father, his uncles, aunts and cousins, that is among his own since childhood.
What can thus be the offence so grave which urged the police to ask him for his ID this Tuesday, November 6th and the prefecture to do his eviction so hastily in the early hours of Saturday November 17th ? The fact that his colour counted against him?
As a sentence underlined of Madam Rama Yade's book (Secretary of State in charge of Foreign affairs and human rights by current French government): " as long as the lion will not write, the hunting stories will praise the bravery of the hunter (African proverb)”.
